"A Decree of 4 November mobilizes all able-bodied men aged 21 to 40, married or widowed with children. Exemptions for breadwinners are removed. The Republic adopts the children of citizens who died in defence of the Fatherland. It will help needy families. The new Battalions will be organized by you; they will then come under the authority of the Minister of War.
