WAR OF 1870/71. MARSEILLE (13) on March 2, 1871. PROCLAMATION by H. FOUQUIER Prefect of the Bouches-du-Rhône, by interim: "The National Assembly has ratified the preliminary peace agreement. Germany demands from us the fifth of Lorraine with the City of METZ, Alsace minus the heroic fortress of BELFORT, a war indemnity of five billion and the occupation of part of the territory until the payment of this indemnity! With these painful sacrifices. Paris will be freed from German occupation and our prisoners will be released..... It is the maintenance of the Republic that will avenge us from the demands of the German Empire. Let us be a free people.... I am addressing you, the inhabitants of the Cité Marseillaise... Let us save the order, it is through him that the Republic lives. We will thus keep for the future a citadel that never surrenders: the right one, and a weapon that does not break: Liberty."
