"The National Assembly considering that the best means of ensuring the defense & tranquility of PARIS, is to maintain there the abundance of supplies of all species, & principally of subsistence... the Law of March 28, relating to Passports, will be executed only 10 leagues from the frontiers, or from places occupied by foreign armies.".
