"The multiplicity of detailed objects subject to signature, absorbing hours taken away from parts of work to which the Minister owes particular attention, determined him to restore the use of the Claw, abolished by his predecessor... (1) The Claw shall be entrusted to a single custodian appointed for that purpose...; (4) The Claw shall be affixed only after the signature of the Heads of Division....
