"A part of you and your children have been deceived and surprised. They have armed them against their fellow citizens and against your true interests... The EMPEROR (Napoleon), full of indulgence, opens his arms to you, and offers you all the forgetting of the past, as he never ceased to offer Peace to Europe..."
