Nevertheless, France is beginning to suffer from a disagreement which it deplores ... The union of the two powers is indispensable for the country's rest; but, as the Constitution has made them independent, the only condition for this union is mutual trust... In order not to prolong a painful dissent, I have agreed... to form a Transitional Ministry, composed of special men, not belonging to any part of the Assembly....
