WAR OF 1870/71. MARSEILLE (13) March 2, 1871. PROCLAMATION by H. FOUQUIER Prefect of the Bouches-du-Rhône, by interim: "The National Assembly has ratified the preliminaries of peace. Germany demands from us the fifth of Lorraine with the City of METZ, Alsace minus the heroic fortress of BELFORT, a war indemnity of five billion and the occupation of a part of the territory until the payment of this indemnity! In return for these painful sacrifices. Paris will be delivered from the German occupation and our prisoners will be set free.... It is the maintenance of the Republic that will avenge us for the demands of the German Empire. Let us be a free people... I address you, inhabitants of the Cité Marseillaise ...
