NAPOLEON Emperor of the French, decrees: The Presidents of the Electoral Colleges of Department, of District, and of the assemblies of Canton, will be dressed in a French habit, in velvet, silk, or in cloth, the color at will; French hat with black plumet; the white jacket embroidered or not embroidered; the Sword; white stockings, and shoes with buckles: the long hair will be powdered and enclosed in a purse; short hair will be able to be without powder.
