Proclamation of Count FOURIER, Prefect of the department of the Rhone, made in LYON on May 6, 1815, concerning the VOTES of the Citizens on the ADDITIONAL ACT to the Constitutions of the Empire: "... All Frenchmen have an obvious interest in exercising with wisdom and reflection, the political rights that the Emperor (Napoleon 1st) recognized and consecrated in the Decrees. Europe has its eyes on our Party, and nothing is more suitable to preserve its independence, its glory, than the testimony of our union, and the manifest contribution of our feelings and our wishes..."
