An unexampled treason was the cause of all the evils you have just experienced, and the unfortunate circumstances in which our Department has found itself since the return of the Usurper (Napoleon 1st) were the only ones able to prevent our communications... Let us frankly rally to the legitimate Government... The French Nation is privileged among all others, since it has the good fortune to be governed by Louis XVIII, the best of Kings...".
