MOSELLE. 1870. Address from the "City of METZ. Mayor François MARÉCHAL and the members of the City Council, to their fellow citizens: Dear fellow citizens, True courage consists in bearing misfortune without the agitation that can only aggravate it. The misfortune that has befallen us all today affects us without any of us being able to reproach ourselves for having failed in our duty for a single day. Let us not give the distressing spectacle of internal unrest, and let us not provide any pretext for new and even more complete violence or misfortune. The thought that this ordeal will only be temporary, and that we, the people of Metz, have not assumed any responsibility to the country or to history, must be our consolation at this time.
