"The Administrators of the District of RODEZ, considering that at the present time, the citizens can only count on their own resources for what concerns subsistence, that this year's harvest, being one of the most abundant, has already been raised; that it is time to proceed with the threshing of grain, so that citizens can provide for themselves and at the same time procure supplies for the markets; Considering that evil-doers, aroused by a villainy that characterizes true counter-revolutionaries, had the inhumanity and barbarity to bury their grain last year, with the intention of starving their fellow human beings; that such criminal maneuvers must stir up all the surveillance of friends of the public good...".
