"The multiplicity of detailed objects subject to signature, absorbing hours taken away from parts of the work to which the Minister owes particular attention, has determined him to re-establish the use of the Griffe, abolished by his predecessor... 1) The Claw is entrusted to a single custodian appointed for this purpose... 4) The Claw will be affixed only after signature by the Heads of Division...
