SAÔNE-ET-LOIRE. 1800. FOUCHÉ. "Copy of a letter from FOUCHÉ, Minister of the General Police of the Republic, to the Prefect of the Department of Saône-et-Loire. Paris, 28 Prairial An 8: "the multiplicity and contradictions of the laws governing the exercise of religious worship are not the least of the causes of the religious troubles that have tormented the Government at various times; they are still the source of much uncertainty in public administration...". - BUFFAULT Prefect's decree of 15 Messidor An 8 (July 4, 1800): "1°) Any minister of any religion who wishes to begin or continue the exercise of his functions must first make the declaration of loyalty to the Constitution, prescribed by the law of 21 nivôse last, before the mayor of his Commune, if he has not already done so: he will be duly acknowledged.2°) Ministers of the Catholic religion who have been deported, and those who have suffered deportation, and who have consequently been entered on the lists of emigrants, will only be eligible to make their submission if they can prove that they have been definitively struck off the list...".
