The 20-page document is highly topical, with categorical proposals for reducing the number of participants in the Games. Under a sober green cover, 16 pages detail the history, delegates, national committees, Congresses, holders of the Olympic Cup created by Baron P. de Coubertin, and above all the purpose and organization of the IOC (flag, motto, 43 countries and 66 delegates, other Games, etc.).
