"I beg Monsieur D'OGNY to help me... the loss is considerable and very embarrassing for me especially at this time. Mr. D'OGNY will moreover feel very well that the National Assembly, in putting this paper into circulation and adding to it the quantity that is about to be decreed, could only count on the zeal of the Post Office administration, especially since it guarantees, even loaded packages, only up to 300 Livres... it is of the utmost importance to prevent even the slightest public alarm at a time when the circulation of a paper on which the Salvation of the State rests must be put into use."
