MONACO. 1790. "Réclamation du Prince héréditaire de MONACO, ci devant Duc de Valentinois; Contre le rapport fait au nom du Comité des Domaines, à l'Assemblée Nationale, par M. GEOFFROY, sur la donation de 1659, en faveur du Cardinal MAZARIN." "It seemed that the Assemblée-Nationale, by its Decree of December 1, 1790 on estates, had forbidden everyone the dreaded power to undermine properties consolidated by the authority of res judicata... Instructed in this report by the public voice, the Hereditary Prince of MONACO, as being in the rights of the Cardinal donee, will allow himself to pick out the main features and quickly substitute for them some ideas of legislation, national good-faith and public interest. First and foremost, the hereditary Prince believes he can say a word about what is personal to him. It is to his marriage to Mademoiselle D'AUMONT, daughter of M. d'Aumont, ci-devant Duc, that the Hereditary Prince of Monaco owes possession of the Upper Alsace lands in question. Mademoiselle d'Aumont received these lands from the estate of the Duchesse de Mazarin, her mother, who represented Cardinal Mazarin, Louis XIV's donee, by right of succession... The fate of the donation is triply guaranteed by the authority of res judicata; if it were irregular, which has not been proven, any irregularity would be covered by the three judgments upholding it.
