"We Reward, Mayeur, Échevins, Conseil des Huit-hommes de la Ville de LILLE, having been represented our Political Ordinance of April 22 last touching the conservation of the Manufacture of Hats which are manufactured in this city..,... we declare that under the words Chapeaux communs (common hats) we mean all hats worth 40 Patars a piece which are 10 Patagons a dozen & under, leaving out the others which will be of higher price for fine hats... desiring to clarify article 19 of the Corps & Métier des CHAPELIERS... they are not forbidden to bring in or sell Castor, Demy castor, Vigogne, Demy Vigogne, Loutres & other fine hats from outside, in compliance with our ordinance...
