Double of an essay, kept by the author, entitled "MÉMOIRE SECRET présenté le 22 juin 1816, par Bernard de VIGIER, Capitaine de vaisseau de la Marine Royale, à son Excellence Monseigneur le Vicomte DU BOUCHAGE, Ministre de la Marine et des colonies : "SECRET MEMORANDUM": Double manuscript, 36 pages in-folio, (unsigned): "This memorandum is divided into two parts, the first of which presents a plan for prompt, effective and economical defense, to be adopted against the English (LA GUERRE FLIBUSTIÈRE).... in the second part I propose, for the same hypothesis, a plan of attack whose success would not be doubtful and would procure for France an advantageous peace...". A note by the author on the cover puts this essay in its original context: "in reading this memoir, we must not lose sight of the time at which it was presented, nor forget that the two Chambers had not made to the Minister of the Navy the great reduction in funds from his budget, which she has since demanded."
