Arrêté de PAGANEL Représentant du Peuple, Député de la Convention Nationale près les Départements du LOT, DE LOT-ET-GARONNE, HAUTE-GARONNE, et autres circonvoisins en séance à TOULOUSE, relatif aux Détenus. "Considering that the measures of general Safety and public salvation should not have made us forget the sentiments of justice and humanity, that it is the duty of the representatives of the people to protect innocence, to enlighten error and to punish only crime." "The National Agents of the districts in the departments of Lot-et-Garonne, Haute-Garonne, Lot, Ariège and Tarn,... will have drawn up in all the Surveillance Committees an exact list of the people arrested in each Commune, the reasons for their arrest, their status and profession, either under the old or the new regime...
