NAPOLEON Emperor of the French, decrees: The Presidents of the Electoral Colleges of Department, Arrondissement, and Canton Assemblies, shall be dressed in a French habit, in velvet, silk, or cloth, the color at will; French hat with black plume; white embroidered or non-embroidered jacket; Sword; white stockings, and buckled shoes: long hair shall be powdered and enclosed in a purse; short hair may be without powder.
